What's with these void wigglys?

Not the first time this thing has appeard and I can't figure out what it is what makes it appear. Not particularly bothered by it, if anything I think it looks like it could be an interesting cosmetic. But it peaked my interest and I don't think I've seen it on anyone else. Just curious if anyone knows what it is.
