Sound Diagnosis?

Anyone know what this rattling noise is? Almost sounds like it’s coming from inside the steering wheel. Only happens when it’s around 0-40° F. Also, isn’t external vibration because i’ve felt around and pushed on the trim, it doesn’t stop.
