VA Overpayment debt paid but shows up again 2 years later?

Hey there, has anyone else been in a similar boat? We were expecting a refund on our taxes but then it showed up as having been taken in full to pay off an overpayment on the GI Bill that was paid off 2 years ago .... No money has been taken since it was repaid, so I don't know how this happened?
