Feels impossible to get a job right now, would love advice

Almost 700 applications in and no luck. It's starting to feel hopeless. I've given up applying for just jobs that I have experience in and started going for anything minimum wage. I've gotten my resume reviewed, done interview practices but I'm barely even getting any phone calls.

I have 2 yrs experience as a receptionist, 1 yr as a babysitter and I used to run an etsy store with near 2000 sales, photography, design, graphic design qualifications. This was all in the uk however and even though I have my PR, I feel like people see that I don't have Canadian qualifications and don't even bother reading any further. I've started reaching out to employees for referrals and going to hiring events but still no luck. Is there anything at all I can do to increase my chances?

I'm limited in where I can apply also as I have no car and have to rely on public transport. If it takes commuting 2h for a job then I'll do it at this point.

I'm going back to college next year (already applied and expecting acceptance) but I need a job in the mean time to cover rent.

Edit: forgot to mention that I have a level 3 btech
