RGB pixel static / noise

Almost everytime I use my index now I get random colored pixel static. Unplugging/plugging seems to fix it sometimes, but I am not 100% sure. Any ideas or solutions? Or this is a cable RMA situation? Index is 7 months old. Thanks!
