Best budget option for UPRIGHT vacuum with detach carry for rug and tile

My house is primarily tile, but I have shag (3/4") area rugs, as "padding", under the beds and furniture, that border out, about a foot+, from the edges of the beds / furniture, so not too much rug traffic area.
