Phone Call Logs in Uganda

How far back do Ugandan telecom companies keep records of a phone's call logs? What is the process to access these logs? A friend wants to look into records of a person who seems to have done some fraud ten years ago. Apparently the call logs are what is needed to make all the connections for how the operations were run.
