Baby Leopard Face Handbag -- Help Me Identify?

Recently acquired this haunting Handbag. According to the note inside - it was from (what i understand) a terrible dictator in Uganda? I am trying to research anything I can, and decide what needs done with this rare piece of history.

All I really know is it's apparently 1930s - 1950s. Possibly Italian due to the latching
