Is anyone going to respond even if leadership tells us not to?

Just wondering what the path forward here is. While I don't see the ask as a big deal, he really has no business in asking us either. That being said, he keeps talking about the ones who do answer 'should be promoted'.

Also, what is the likelihood that those that don't respond will have repercussions?
