Driver refuses to sign for packages

I have a pickup driver that refuses to sign for packs with insurance on them. Every other driver I have ever had has no issues signing for it. Only this driver.

I asked the driver why, and he says that his manager tells him he doesn’t have to sign for that.

I call UPS and they tell me to report the driver if he doesn’t sign.
