Barracks vs. Farmers House

Hello,

I have 10 Barracks at level 25 and 16 Farmers' Houses at level 30. When I create troops, I keep the maximum number allowed for Guards, Specialists, Monsters, and Engineers. Despite this, I'm still experiencing a food shortage (negative production). What am I doing wrong?
