Why aren't there shims, clips or spacing systems otherwise that make penny tile fool proof?

I've never laid a tile in my life so I'm very uninformed here but I am planning a bathroom renovation and my wife really wants penny tile.

That said, why is it so hard not to have seams? Why isn't there some sort of spacer shim or something to make sure all of the seams are equal like there are leveling shims?
