Does Europe always take the opposite path as player-led Russia?

Played Reformist socialist Russia, and all of a sudden there are fascists all over the Balkans, the right won in Germany and France, and normally I’d ignore as this as just a coincidence but everything lines up a bit too well… Is this part of the mod?
