Hasn't rimiru already surpassed veldanava in volume 21?

Rimiru now at end of space and time has gained infinite energy and wisdom about worlds. Moreover due to imaginary space he has full control over imaginary collapse. Ceil said he can create more than 10000 cardinal worlds.

Comparing to veldanava, who created many worlds(don't know how many he created and don't assume infinite worlds by comparing it to multiverse theory. There is difference between fiction and reality), he created only one strong cardinal world and all other weak worlds. Cardinal world is the strongest in the sense, it can hold all strong powers and still doesn't get destroyed by it. Velgrynd herself said during her otherworld journey that otherworlds are weak and some are so weak that if she unleashes her full power they would easily get destroyed. Whereas cardinal world has seen so many rampages of strong beings like milim, veldora, ashura and yet never got destroyed. I think it was due to his poor control of imaginary collapse.

But rimiru can easily create many cardinal worlds which make him stronger than veldanava.

Note: Here I am comparing rimriu to only veldanava and not to omnipotent will. Moreover in light novel there is no mention of omnipotent will. It is just said that veldanava awakened at heavenly palace and ivarage is somehow connected to him like his other half. We may got to know more about their birth in later volumes.
