[US-CA]: Guest for 20 days

My friend is coming over for 20 days, I had a deal with my landlord that guest for tenants can stay up to/ under 14 consecutive days. But since it is more than 14 days my landlord is charging money (nearly 200$) for the extra days. (I am paying for electricity bill separately).

Is it a fair deal ?
