Difficulty transferring group ownership

I have been trying to transfer ownership of a Telegram group for a week now but every time I try it tells me I need to be logged in for 24 hours or have two factor verification active. I am constantly logged in with both my computer and my mobile phone and two factor verification has been active for months. Is there anything I am missing?
