As we approach the final patch, what's your opinion about this set and rank it between sets

I find this set a bit amusing because I enjoy when traits have that "%" because it engages items with the traits rather than having like flat 700 hp *set revival bruiser* which makes having items like warmogs useless . And in my opinion I think anomaly mechanism is fine. Some ideas are great and fun to play. I say fine because I didn't like the idea of people trying to force anomalies, and fail too which definitely ruins the game. Set 13 better than 12 but I don't know about other sets. Please share your thoughts.
