Phase Rush ?

Hey everyone,

I'm not often on reddit but can't get my answer anywhere else and was hoping you guys could help !

I've recently picked up talon (Plat) and i've really liked playing phase rush, but i dont see anyone ever playing this rune... I usually run it when against tankier teams instead of conqueror. Is it a decent rune or is there something im missing out ?
