3 weeks in - levels too low?

I am 3 weeks (15 sessions) in to my TMS treatment. The first week and a half - I felt great, hopeful, energetic. The past week and a half - I am having quite a depression dip, actually worse than when I first started with TMS.

One of the techs mentioned to me last week that I would need my motor threshold re-evaluated half way through, but today, they said I likely don't need to be re-evaluated because I am not even close to reaching my motor threshold.

I was under the impression that you needed to be at 100-120% of the motor threshold for this to work (admittidly, mostly from information I'm reading here because there seems to be extremely limited information about TMS. I received limited information when I started treatment.). I asked where I was today - My motor threshold was 57 and I am currently at 32. If I'm understanding this correctly, that would only put me at 56%?

Is that normal? Are there reasons why the intensity would be so low for me?

I understand there are risks with increasing too fast, but I have generally tolerated it well minus a few headaches in the beginning. They said they have had patients who get up to 100% within the first week. I'm just feeling a little lost, and more depressed, and want this to be worth it so I'm hoping someone has some insight.
