Riding 500W 32 KM/H Sur-Ron on bike path

I want to buy a surron, but i need to ride on bikepaths too. If i limit my Sur-Ron to 499W and 32 KM/H can i ride it at bikepath? Im from canada, BC btw, laws saying that output for an e-bike needs to be 500w, and 32 KM/H, will it work?
