PUGSLEY or NEW Surly for a newbie?

Hello everyone! I love browsing and seeing everyone's amazing bikes! I'm hoping to get my first Surly soon but I'm seeking some opinions and advice.

I currently own a Trek FX 2 as my only bike and I love it because it's a bike! But I really want to try a steel bike with larger tires and heavier carrying capacity. I'm planning to try touring, bikepacking, grocery getting, and some light trail/light snow biking. FX can do some of these things but I don't think it's quite as suited.

Anyway I've been considering an Ogre, BC, or Wednesday but I haven't gone to test ride them yet. But there are used Pugsleys for sale nearby and I'm curious if I should save my money and buy a used bike instead.

However I'm pretty intimidated as a newb who has never really built up or altered a bike before. I have seen Pugsleys with racks, but the offset frame makes it more complicated to mount them I believe? And I know the rims are also threaded in an offset way; will it be expensive and difficult to acquire a 2nd set of wheels if I want to switch between summer and winter options? I've seen you can use 29" and 26" on a Pugsley and I'd want to try both.

I'm just wondering if the Pugsley can do everything I need and it's not worth buying a brand new shiny bike just to carry some bags and bike through gravel but I'm scared of my lack of knowledge.

Tldr; should I buy a used Pugsley as a bike noob or just get a brand new Surly?
