Mages and best runes

Ok so this is the first time I’ve played suikoden, I’m playing the remaster, and I know that there is no affinity with magic runes in 1 but I was wondering who are some of the best mages and what rune do you put on them.

I know Luc is supposed to be one of the best mages and is great with wind I think but I was mainly wondering about other characters, thanks btw
