Can chip damage kill in SF6?

I know that chip only occurs in burnout, but can it kill in this game? I've seen supers do huge amounts of chip damage and kill, but I haven't seen any specials kill with chip damage. I could just wait and find out once I buy the game, but I'm curious and I haven't found any resources online that answer my question
