Can't uninstall games

I had most of my Steam games installed to an external hard drive that is no longer accessible. I installed a new secondary drive, but Steam doesn't give me the option to reinstall these games. The option to uninstall/move is grayed out, and I only have the option to Stream instead of Install when I right-click on the game.
