Treasure Island Parking Fine

So I made a mistake of not paying for the parking fee because I thought foolishly that Id get a quick sneak peek of the sunset and walk away and even if I did get fined id take that as a risk but didnt expect that the fine would be $60! A lesson learned but now Im wondering is there anyway to reduce this rate? Seems silly to pay such a huge fine for few minutes.
