Metrobus on the ORR?

On my way to work this morning, I was behind a Metrobus doing 60km/h on team Gushue. Proceeded to get onto the ORR, didn't speed up on the ramp to properly merge with fast-moving highway traffic (I'm assuming these buses aren't meant to speed up that fast, especially on a slight incline). Multiple cars had to suddenly slow down so it could merge into traffic. Is this normal? I thought it was quite dangerous. I'm not sure of the route of the bus, didn't notice the # but it got onto the TGH from Goldstone.
