What is this old building near Costco in Cherry Hill?

My husband and I can’t figure out what this building was for near the entrance to the Garden State Pavillions complex in Cherry Hill. It’s located on Route 70 near Costco, Home Depot, Crumbl, etc. Running theories include an oddly set-up bank, utility building, or transportation center (as the NJ Transit station is close-by). Any ideas?
