Interesting detail about license plates

In s2e3 Mark is driving in to the parking lot at the start of the episode. Most of the cars either don’t have a front license plate, they’re blurred out or they conveniently have snow on top of them. Obviously this is deliberate. Do you have any ideas why? they don’t want us to find out what state this is set in?

However the license plate for Cobel is very visible towards the end of the episode
