Could decriminalisation solve Scotland's drug problem?

Short answer; yes. Why not? When Scotland had an issue with knife crime they used the policing powers that were devolved to the Scottish Government to enact a new and radical policy that was so successful the measures are taught across the world. Now, imagine that the SG had similar powers to propose a radical policy for drug issues.
