Why are so many instruments sold without dongles?

In the market for a PS3 RB instrument set and I see so many drums and guitars don't come with the dongle. I see on ebay the dongle is about $50 each. Trying to find out if you can you just buy any dongle and pair it with the instrument? Do people just lose them?
