Why am I not getting any raids?

I'm on Cassandra Classic on the adventurer difficulty, I have around 2k silver and a decent amount of colony wealth. It's been weeks and I haven't got any raids at all. And when I try to do "force assault" in the development thingy, nothing happens. There are also no errors in the logs. No mods, all DLC's except for ideologies.
