Weird voicemail of someone crying

Hey guys, about an hour ago a friend got a voicemail from an unknown number lasting about 7 seconds long. It sounds like some woman crying, to be honest like someones crying from being tortured/kidnapped/etc, like really distressed basically. Last thing i saw was like years ago and wanted to ask about it. I called it which prolly wasnt smart and it just said “subscriber isn’t available.” Its a local number so it has her terrified. Any thoughts?
