Regarding the new RCI guidelines?

So I'm a actually a highschool senior who wanted to pursue psychology. I was thinking about doing ba (hons) in psychology which is a 3 years programme in most colleges if not all. I wanted to do clinical psychology but the new guidelines say that you need 4 years bachelor's?? And also that M.phill is being replaced? Can you all please tell me more about how we cab fix the issue regarding the 4 years length?
