Why is it always Rui when something gets canceled?!

Now it has been officially announced that the 2DMV for Cyber Punk Dead Boy will be canceled for global. The issue is the manji sign being shown in the MV and this could be misinterpreted by the global players as the swastika, which is oriented the other way around.

Rui just seems to check all the boxes and while I don't intend to discuss whether these measures are justified or not, it still is kinda funny/sad that it is ALWAYS Rui. He is the only character to get his event canceled, the only character to get his commissioned song removed and now he also takes the crown for getting his 2DMV canceled. What else do we have on our bingo cards?
