Quality help!

im making an animation meme, and i keep trying to export my animations but the quality is terrible!! . the editing app i use is video star, but the animation looks terrible on video star, alight motion, AND cap cut. the video is exported as an mp3, but exporting gifs make them look awful too as ive made videos with gifs ive made in vs for tiktok. ive tried transferring my video to dreams and exporting it there but the quality is still so bad. ive done tests where i mess with dpi and file size and its the same. im in DESPERATE need of help.
