Promo Packages!?! SCAM OR DEAL???

I was booking my recent cruise and the booking agent tried to sell me on a promotional package… I felt like he was trying to sell me so I declined. Does anyone know about these “bundles” or “promotional packages”. It looks like a good deal but I felt uncomfortable. Anyone have insight on this??
