Is pornwa technically illegal

saw a post that reminded me that there aren't any Korean adult film stars I believe maybe they are some but there really is a porn industry in Korea because porn is technically illegal and I read that it is the making and distributing of it that are the main parts that are illegal and if that's true or pornwa writers, authors and artists technically breaking the law and if so how is there such a big community or so much out there available to read.

I tried looking for an answer and one of the few I could find said that There is a distinction between pornhwa and pornographic manhwa just like there is a distinction between ecchi manga and hentai manga and Pornhwa is not pornography, it is manhwa that is heavily close to being pornography but is not just like ecchi manga and that just made my brain go ¿what?😖
