Does this need replaced? Hot water tank leaking from top of cylinder (not connections). Trying plan before calling plumber in AM. No water came out of PRV. Thanks.

I have turned off the water supply valve and turned off gas on the hot water tank only. I welcome any other suggestions on how to DIY fix this or if a replacement is required.
