How do I play Jaguar?

This dude is almost always the last available lancer to pick in a match where everyone still has access to the default lancers. So I get stuck with him quite a bit.

This dude is ass. His traps are ok but underwhelming, his ult scan never seems to scan anyone that's not right in front of you already (and the movement speed buff is negligible) and worst of all that stupid lightning cage doesn't do a damn thing.

What am I missing?
