Why do we lack reading comprehension?

I find it sad that we Filipinos lack reading comprehension. Can you tell me why here? This is honestly infuriating for me. I also noticed that this leads to herd mentality and we're easily brainwashed. We also let the higher-ups dictate for us and we blindly follow them.

Also, I just wish we do something about this, or we'll be like husks.
