Can any class get the necromancer abilities?

I'm very new to the game (literally just discovered POE 2 like 2 days ago) and I was wondering if something like a monk or sorcerer gets the necromancer ability since I hear that any class can get any ability. I'm torn between witch, monk, and sorcerer rn and the only thing I really want from playing the witch is summoning enemies to be your minions.
