Lunar New Year Treasures aren't showing up?

This is my first event, and I'm on switch. I know there should be treasure chests in the fairgrounds (according to achievement guide and online), but when I go to those locations, they aren't there? Do I need to do something to make these chests show up?
I am checking during the market times, by the by.
