Received a paper copy of IDR plan application in the mail

I uploaded a wet signature for IDR to the platform. When it disappeared off the platform I assumed they are processing it. A week after submitting I received a paper copy in the mail stating thank you for applying for IDR. Please complete this paper application and return. Things are just getting weird.
