Dedicated Facebook Ads Rep

I previously worked at an agency that had a dedicated meta ads representative. The question is, how can I get one ? I’m at a new agency and our ad accounts are a mess because of previous hacks. I know people say you have to spend over x amount a month but is there no other way?
