TDP Issues after new SSD install in X1

I recently upgraded from a 1tb to a 4tb drive in my X1. When I started up a game it ran sluggish. I checked in the onexconsole it was at 35w but according the HWINFO I was maxed out at 15w. I put a fresh Win 11 image on it and downloaded the driver zip off the support page and installed the drivers. Checked device manager all drivers are installed. I reset the bios to default updated drivers and win 11 to the latest. I changed the power settings in windows to performance. What am I missing? My last option is to buy a drive duplicator and duplicate the original nvme. But I don’t want to take off the 2 glued glass pieces again. I have done it twice and only once want I successful at taking one off without breaking. Only thing I noticed there is a boot efi.shell in the bios under boot options but it does nothing except take me to the dos screen asking for commands which I have no idea what to put there. I’m thinking that’s where my problem lies but I boot off the new ssd. Any suggestions would help but if not I’ll go the drive cloner unfortunately.
