Is It Indecent Exposure If Someone Whips Their D*** Out In A Public Bathroom?

Let me just preface this with saying I wasn’t the one that did this. I just want to know I’m not crazy for thinking this could be illegal. Also, for hypothesis sake, let’s say this person DID NOT do it in the stall to relieve themselves. They did it in front of the mirror.
