How makes really good "free" music?

I'm talking about "copyrighted level" quality. I like this genre (you can find user kasbo) I don't how it can be called, like transcend feeling gerne. I listened to some on epic or pixabay, pay or free they simply cannot compare. I wish these emerging artists would offer a way to use their work for small channels for a little fee. Also do you know why labels can't offer this? Do they make more money with ads and not with selling a fee per video?
