Lanyan for c0 Neuvi?

I am currently debating about pulling Citlali or just saving for Furina + Xilonen reruns and using Lanyan for shield. As I understand, her shield won't refresh with charged attacks, but it's still something and she can hold VV. Is she going to be a valid option or not much different from other f2p shielders like Layla?
