Could Namibia be like Brazil without Apartheid?

If Apartheid had not happened, could Namibia or South Africa be like real Rainbow Nation like Brazil? A society where there would be no Nazi racial segregation, but only total mixing of society within the Coloreds, like the Brazilian Pardos
