Network Performance is good?

I played a champs game with 58MS being my lowest ping response, and a highest of 71. How does the game figure 58MS response is a green “good” result? My team was slow and muddy like. Passes were off, pokes didn’t work, hits didn’t work, shots were delayed, movement for dekes was sluggish. This game badly needs more servers outside of Quebec.
